
The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) continues to advocate for stronger intellectual property (IP) management and a technology transfer ecosystem for budding Filipino innovators.
As part of this initiative, the agency conducted a series of capacity-building programs for the Philippine Science High School System (PSHSS), commonly known as Pisay. The training aimed to equip researchers, faculty, technology licensing officers, and business managers across Pisay campuses with the skills to protect intellectual property and convert student research into market-ready technologies.
The partnership began in 2023 through the project “Developing Technology Transfer Capacity of the Philippine Science High School System,” a two-year initiative aimed at building foundational knowledge in IP protection and management. In 2025, the collaboration was expanded under its second phase, “Translating Innovations into Commercialization: Strengthening Technology Transfer in the PSHS – Phase 2,” to focus on moving student-led research toward commercialization.

Advancing Innovation Through Capacity-Building Programs
As part of the project, Pisay researchers underwent an intellectual property (IP) training workshop in December 2025 in Tagaytay City. The training aimed to equip participants with the knowledge and skills to protect and manage their innovations, with experts from the Association of Patent Professionals, Inc. (APP) and DOST-PCAARRD serving as facilitators.
Pushing for market-ready technologies, a program focused on commercialization pathways was also conducted last February 2026. The 11-day program provided key insights on feasibility study preparation, market and customer segmentation, business planning, pre-commercialization regulatory requirements, licensing strategies, technology valuation, and communication planning.
The program culminated in a Graduation Ceremony, celebrating the participants’ commitment to learning and practicing technology commercialization.

Dr. Ronnalee N. Orteza, Executive Director of Pisay, expressed her gratitude to DOST-PCAARRD’s support in strengthening their IP management and technology commercialization initiatives. Dr. Orteza said that through these kinds of support, Pisay is being better equipped with the necessary tools to support and encourage Filipino youth to pursue a career in innovation.
