Ang matagumpay na implementasyon ng ‘Ridge to Reef/Watershed Ecosystem Management (R2R/WEM)’ ang naging tampok sa national policy forum na ginanap noong ika-26 ng Hunyo 2023 sa Philippine International Convention Center (PICC).
Ang R2R/WEM approach, ayon sa University of the Philippines Los Banos (UPLB), ay isang holistikong pamamaraan ng pag-aaral at pagsusuri ng ‘ecosystem watershed’ sa napapanatiling pamamahala ng lupa, tubig, saribuhay, at iba pang likas na yaman. Binigyang-diin din ng UPLB na ang mga koneksyon sa pagitan ng mga ‘ecosystem’ sa isang ‘watershed’ na kinabibilangan ng mga kagubatan, ‘agroecosystem,’ ilog, lawa, urban, tabing-dagat, karagatan, at iba pa.
Isinagawa ng Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development ng Department of Science and Technology (DOST-PCAARRD) at UPLB, ang nasabing policy forum na may layuning tukuyin ang mga polisiya at mga nararapat na aksyon sa pagtataguyod ng mas matatag na aplikasyon ng R2R/WEM sa ‘Comprehensive Land Use Plans’ o CLUP. Inaasahan din ang pag-unawa at pagtanggap ng mga probinsyal at lokal, ganun din ang nasyonal na ahensya ng pamahalaan sa paggamit ng ‘R2R/WEM approach’ na siyang makatutulong sa pagpapaunlad at maayos na pagpaplano ng paggamit ng lupa.
Ang national policy forum ay isinagawa upang gunitain ang ika-12 anibersaryo ng DOST-PCAARRD.
“DOST-PCAARRD is delighted to organize and conduct this National Policy Forum on the Ridge-to-Reef approach. We have carefully selected this topic to commemorate our anniversary by virtue of Executive Order No. 366 on June 22, 2011, as it brilliantly highlights the significance of consolidating the DOST Councils dedicated to agriculture and forestry - the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD), and one focused on aquatic and marine resources and affairs - the Philippine Council for Aquatic and Marine Research and Development (PCAMRD),” ayon kay Dr. Reynaldo V. Ebora, Executive Director ng DOST-PCAARRD, sa kanyang paunang salita.
Dagdag pa ni Dr. Ebora na binibigyang pansin ng DOST-PCAARRD ang kahalagahan ng Ridge-to-Reef approach pati na rin ang pagsuporta ng Konseho sa implementasyon nito tungo sa mas komprehensibo at maayos na pagpaplano ng paggamit at pagpapaunlad ng lupa.

- “Key Issues and Concerns in the Updating of CLUP using R2R/WEM approach to CLUP” na ibinahagi ni Dr. Ricardo M. Sandalo, Dean, College of Human Ecology, UPLB
- “The River Basin Master Plan as basis for the updating of PDPFP” na ibinahagi ni For. Nelson V. Gorospe, Executive Director, Basin Control Office, Department of Environment and Natural Resources (DENR-RBCO);
- “The New PDPFP Guidelines: Salient Provisions and Perceived Challenges to Robust Preparation and Implementation” ibinahagi ni Mr. Mic Ivan V. Sumilang, ENP. Division Chief, Department of Human Settlements and Urban Development, Environmental, Land Use, and Urban Planning and Development Bureau (DHSUD-ELUPDB);
- “R2R/WEM Approach to PDPFP: Potential Benefits/Outcomes and Essential Enabling Conditions” ibinahagi ni Dr. Rex Victor O. Cruz, Professor Emeritus sa UPLB at NAST Academician; at
- “Policies on the vertical alignment of plans from PDPFP to CLUP and Comprehensive Development Plans (CDP)” ibinahagi ni Dir. Anna Liza F. Bonagua, Director, Bureau of Local Government Development, Department of Interior and Local Government (DILG-BLGD).
Ang DOST-PCAARRD at UPLB ay naglalayong magtatag ng pakikipagtulungan sa pagitan ng mga lokal na pamahalaan, ‘national government agencies,’ ‘academe,’ at ‘civil society organizations’ upang suportahan ang pagpapatibay ng mga repormang itinutulak ng proyektong “Watershed Integrated Area Land Use Planning Towards Resiliency (WILUP).”
Ang forum na ito ay naisagawa sa pamamagitan ng proyektong “Institutionalization of Guidelines on WILUP” ng UPLB na pinondohan naman ng DOST-PCAARRD.
