DOST-PCAARRD, UPLB promote indigenous knowledge for climate-smart agriculture in Northern Philippines

As climate change continues to threaten agricultural productivity and rural livelihoods, innovative solutions are often sought through modern technologies. However, some of the most effective approaches have long existed within the indigenous knowledge systems and practices (IKSP) of local communities in the Philippines. Despite their proven value in environmental conservation and climate adaptation, these knowledge systems remain underutilized and underrepresented in development planning.

Indigenous cultural communities of Sagada in Mountain Province and Burgos in La Union were the project sites of the two-year project, “Integration of Indigenous Knowledge in Designing Nature-based Solutions for Climate-Smart Agriculture Sector in Selected Municipalities in Northern Philippines,” implemented by the University of the Philippines Los Baños (UPLB). The project, with funding support from the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD), documented indigenous knowledge and demonstrated how it can be integrated into practical, community-led nature-based solutions (NbS) for climate-smart agriculture. The project proved that indigenous knowledge is more than something to preserve, it is a resource that can help make agriculture more resilient and sustainable.

Project leader Dr. Nico Anastacio shared that through close collaboration with local stakeholders, the project examined the social, cultural, institutional, and environmental contexts of the communities to identify indigenous knowledge that can strengthen climate adaptation and sustainable agricultural practices.

Among the indigenous farming practices documented were terrace management, agroforestry, communal irrigation, coffee cultivation, contour farming, and tiger grass production. Beyond sustaining the livelihoods of Indigenous People (IPs), these practices contribute to biodiversity conservation, watershed protection, and improved resilience to the impacts of climate change.

One of the project’s most important achievements was turning research into real policy. By collaborating with Indigenous Peoples Mandatory Representatives (IPMRs) and local government units, the project was able to create ordinances that make indigenous knowledge part of local development and agricultural planning. In Sagada, this ordinance has already been approved by the Sangguniang Bayan and supported at the provincial level. In Burgos, a similar ordinance was being considered and deliberated. These steps are important for making indigenous knowledge a key part of local governance and climate adaptation.

The project also produced several knowledge materials to help people use indigenous knowledge. These include a training manual for local government units, three policy briefs,  four draft research publications, an information pamphlet, a coffee table book, a nationwide webinar, and an animation video showing the project’s results. Through strong partnerships with Indigenous People and community organizations, the project ensures that collaboration would continue and that its benefit would last for local communities. 

During the terminal review, the external evaluators acknowledged the project for bridging science and indigenous knowledge while recommending stronger monitoring systems and specific policy adaptation to maximize the long-term impact.

Overall, the project demonstrates that addressing today's climate challenges does not always require entirely new solutions. By recognizing, documenting, and integrating indigenous knowledge with scientific research and evidence-based policymaking, it highlights how generations of community-based knowledge can help build a more resilient and sustainable future for Philippine agriculture.
